The University Report Card Navigator was developed by the Globe and Mail, the Educational Policy Institute and The Strategic Counsel. The Navigator is part of the University Report Card family which consists of a print and online publication measuring the undergraduate student experience. The University Report Card has been providing valuable university information to Canadians for the past 5 years.

The Educational Policy Institute (EPI) is a

 non-partisan, non-governmental organization. With offices in Virginia Beach, VA, Toronto, ON, and Melbourne, Australia, EPI is a collective association of researchers and policy analysts from around the world dedicated to the mission of enhancing our knowledge of critical barriers facing students and families throughout the educational pipeline.

The Strategic Counsel is one of the fastest-growing research firms in North America. Established in 1995, it grew out of Decima Research, a company that Strategic Counsel chairman Allan Gregg established in 1979. In effect, The Strategic Counsel is a relatively new company in name only. Founded in 1995 after Decima was sold to an international PR agency, its four principals were all prominent executives at Decima. Between them, they have over 70 years of experience in the research business. The Strategic Counsel also has a strategic communications capability to its practice.
